The ICC's Office of the Prosecutor opened a preliminary examination in December 2025 into US ICE operations following submissions from human rights organizations documenting deaths in custody, family separation, and the deportation of US citizens. The US withdrew from ICC jurisdiction in 2019 under Trump's first term; however, the court retains jurisdiction over crimes committed on the territory of signatory states that choose to refer cases. Mexico, El Salvador, and Guatemala — all affected by deportation operations — are ICC signatories and have submitted referrals.

The EU activated its Strategic Defense Initiative with an €800B commitment after Trump suggested he would not honor Article 5 NATO commitments unless allies paid 5% GDP for defense. Germany, France, and the UK are now conducting joint military exercises without US participation for the first time since 1949. The EU has established an independent military command structure based in Brussels. Poland has signed bilateral defense agreements with the UK and France after expressing concern the US security guarantee is unreliable.

Canada imposed retaliatory tariffs on $155B of US goods and threatened to cut oil pipeline exports to the US Midwest, which would raise heating costs for 12M Americans. Mexico imposed 25% tariffs on US agricultural products, devastating Iowa and Texas farmers. Canada invoked the USMCA dispute resolution mechanism in 14 separate panels. The IMF issued a formal advisory that the US-Canada-Mexico trade war could reduce North American GDP by 1.2%. As of March 2026, no resolution is in sight.

The UN Human Rights Council conducted a Universal Periodic Review of the United States in February 2026 — the first time the US received more than 100 "concerning" citations in a single review cycle. Areas flagged: ICE detention conditions, deportation of US citizens, press credential revocations, attacks on judicial independence, and the mass Jan 6 pardons. The US rejected 67 of 89 recommendations. UN Special Rapporteur on Torture issued a rare "urgent action" regarding conditions in Southwest US immigration detention facilities.

The UK, Canada, Australia, and New Zealand — the other members of the Five Eyes intelligence alliance — have reportedly downgraded the classification level of intelligence shared with the US due to concerns that DOGE personnel with no security clearances were accessing NSA databases. The Washington Post reported in February 2026 that Australia refused to share a specific human intelligence asset's identity because of concerns about DOGE access to internal NSA systems. Canada briefed its own parliament about "structural vulnerabilities in the US intelligence apparatus."

Following Operation Epic Fury, Iran announced withdrawal from the NPT (Non-Proliferation Treaty) and expelled IAEA inspectors. Iranian-backed Houthi forces have dramatically escalated attacks on US naval assets in the Red Sea. Hezbollah placed forces on high alert. Iraqi militia groups have conducted 14 attacks on US bases in Iraq since the strikes. Iran's remaining nuclear material — including approximately 400kg of 60%-enriched uranium — has been dispersed to underground sites the US cannot reliably target. Regional escalation risk is assessed by the CIA at the highest level since 2003.
